The dramatic growth of IT-Outsourcing (ITO) is evident, scale and growth rate are significant [1- 3]. In contrast,“Backsourcing” of outsourced IT-functions is emerging [2, 4, 5]. Given this opposite actions, a question is arising: Is the ITO-trend continuing? Scientific studies about ITO- outcomes, especially on a long-term basis, are scarce [3, 6]. This study defines an objective measurement system for ITO-outcomes, verifiably investigates long-term ITO-outcomes (success or failure) and the responsible factors and derives an evaluation framework for the client company to determine if the premises for a sustained ITO-success can be fulfilled within each ITO-process stage (decision-implementation-governance).
